If you're looking for free images for your website, be aware of the difference between Royalty Free and Public Domain. (Disclaimer: the information contained on this page is not written by an attorney and is not to be taken as legal advice.)
"Royalty Free" images may or may not be free. In general this means you do not have to pay royalty fees each time you print or in any way use an image. You may pay an up front fee, but then no additional fees. It depends on the site and their policies.
Images in the public domain are free to use in any way, and as many times, as you desire without offering any form of compensation. Images older than a certain date (either 1909 or 1923 depending on certain details), and images taken by any branch of government are usually in the public domain (unless they were taken by or for a private contractor).
Sometimes websites, or the copyright holder of an image, will request attribution of credit either in the form of text or a link to their site.
